Senior Estimator and Cost Controller

Schneider Electric has an opportunity for a Senior Estimator and Cost Controller in our Carrolton, TX location. The Senior Estimator and Cost Controller is responsible for supporting the project team throughout the lifecycle of development and construction with primary role is to provide estimated costs/contingency from conceptual design through subcontractor procurement. S/he works closely with the Project Development Manager, Engineering Teams and Construction Teams to establish procurement strategy, constructability process, market variables, code variables and all other factors leading to accurate cost estimates in balance with contingency budgets. The Senior Estimator and Cost Controller has a working knowledge of the mechanical systems, electrical systems, system operation, construction process and techniques, and other technical implementation concerns. They should also understand the types of facilities and organizational environments in which the project scopes of work will be implemented. The Senior Estimator and Cost Controller must be an excellent collaborator with all the functions associated with the development of complex projects. The Senior Estimator and Cost Controller exhibits strong leadership qualities, is a strategic thinker and can adapt to scope changes to bring value to our customers. The Senior Estimator and Cost Controller is responsible for producing cost estimates, providing cost controlling advice, undertaking procurement activities and carryout post contract cost control support as requested. To perform this job successfully, an individual must be able to perform each primary duty satisfactorily. Prepare an initial feasibility/rough order of magnitude/preliminary or conceptual estimate budget which identifies the expenditure into elements and will be prepared in sufficient detail to allow the Project Team to develop their design within the overall cost limits. Provide various levels of estimates based on site descriptions, surveys, Engineering provided data with defined estimating methods. Prepare cost estimates at different stages of the project for the purposes of subcontractor bid evaluations, project feasibility, change order evaluations, preliminary cash flow analysis, and preliminary schedule of values. This requires working in partnership with the Engineering team as application and solution options are being considered. Establish with the Project Manager the project priorities in respect to quality, client expectations, schedule, and budget. Participate and support as needed in phasing and constructability planning with the Project Manager during development and construction. Undertake cost studies as required to enable the Project Team to consider all options to establish optimum strategies. Consider and advise upon best value procurement options and present to the Project Manager for consideration. Provide cost for business case calculations to justify investment in the project. Evaluate cost impact on alternative design solutions. Understand the corporate and project specific cost procedures and carry out all work accordingly. Study and understand all relevant project documents relating to cost management including local labor factors, local tax rates, specific regulations, building codes and safety regulations. Assist the Project Manager in identifying and gaining approval of estimates and change order requests. Provide peer review of estimates. Participate in maintaining a database of vendor pricing, project costs and KPIs. Participate and perform in budget vs actual reviews. Attend project meetings and discussions with the Project Team and external clients. Prepare and review bid documents, specifications and bid solicitations prior to issuance. Assist and participate in subcontractor bid review, interviews, and value engineering evaluations. Participate in project closeout meetings, debrief meetings and reconciliation of final job costs. On September 9, 2021, U.S. Executive Order 14042 was issued, requiring all who are working in connection with federal contracts to be fully vaccinated against COVID-19, or have a company-approved medical or religious exemption. Since the Order was issued, the District Court of Georgia has placed a legal hold on the Mandate's vaccine requirements in all states nationwide. As such, the vaccine requirements of the Mandate and the Policy are currently on HOLD for U.S. employees, partners, and vendors. If the legal hold is overturned, we will resume the process to comply with the Mandate and Policy and all Schneider Electric U.S.-based employees will be required to show proof of vaccination or have a company-approved medical or religious exemption. 4 Year Degree or Technical Degree and/or related experience required Posses minimum of 7 years of relevant experience, 15
preffered Demonstrate a thorough knowledge of construction and performance contracting An understanding of energy performance contracts or energy focused design-build projects in lower and higher education or municipal facilities is highly beneficial Electrical, Resiliency and Sustainability solution experience Strong communication (written and verbal) and project management / organization skills required, but not limited to the ability to:

Salary Range:
$80K -- $100K
